The principal culprits are not the Third Worlders. Notice that anyone who comes here, whether for welfare, Jihad or safety--when did our Open-Borders Overlords decide we were God, cluelessly trying to guarantee everyone in the world safety?--they are now automatically "fleeing." In other words, they and we have no choice. Of course it helps that all of these programs operate in almost total secrecy, and we never get to vote upon them, except maybe in the upcoming presidential election.
