Perhaps best summing up what has happened to South Africa since it, not unlike the Titanic, struck the Rainbow Nation democracy iceberg, was a report awhile back saying that its black-ruled government had plans for legislation that would require any better-off whites who tried to provide charity for shantytown whites must divert 90 percent of those funds to nonwhites.
