Also love the part about no one asking the agency any questions, when all of these wealthy taxpayer funded government contractors are notorious for their secrecy. A 'welcoming community' is one that is in the dark, except for maybe a few co-conspirator local officials, the chamber of commerce, cheap-labor meatpacking companies, etc.
